  17. <p>    Learning to fly is a breeze compared with writing
  18. children's books, as fledgling author the Duchess of York is
  19. discovering this week. One reviewer charges that Budgie, the
  20. Little Helicopter, the first of her two tales, reinforces "ugly
  21. stereotypes." The freckle-faced Budgie whirls into a complex
  22. plot that soars right over the heads of the three-to-six set.
  23. The action is menacing, featuring swarthy kidnapers who abduct
  24. Rose, a little blond girl, and hold her for ransom. The chopper
  25. rotors to the rescue at the end, but maybe Princess Bea's mum
  26. isn't quite ready for literary flight.
